Lebanese Foundation for Permanent Civil Peace (LFPCP) implemented a project titled: “Enhancing Transparency in Public-Private Partnerships, and Small and Medium Enterprises” to support the Ministry of Economy and trade and the Higher Council of Privatization and Partnership through series of inter-related activities.
The two main objectives of this project are to support and advocate for a transparent and effective implementation of the PPP law; and to provide a legal framework favorable to the establishment and transparent functioning of SMEs as a main driver for economic growth.
LFPCP will work to address the Public – Private Partnership law which is recently adopted by the parliament, by developing a Manual on transparency procedures on procurement mechanisms at PPP, as well as developing a new law proposal on SMEs to be submitted to the Parliament for discussion and approval. LFPCP will make sure to include the international high standards of governance and transparency in the Manual and the new law proposal to ensure they benefit Lebanese society especially entrepreneurs in terms of Public – Private Partnership (PPP) and Small and Medium enterprises.
The project mainly the following:
1. Organization of a National Workshop on PPP Procurement issues and challenges and another National Conference on SME law and Good Governance in SMEs:
LFPCP organized a national workshop from various public and private stakeholder institutions, as well as civil society and oversight bodies, as a means for advocacy on transparency on PPP procurement mechanisms.
LFPCP organized another national workshop convening attendees from various public and private stakeholder institutions, as well as civil society and oversight bodies, as a means of consultation on drafting of the SME law, with a solid governance component.
Based on the workshops discussions, LFPCP will formulate policy recommendations to be taken into account while designing and drafting the Manual on transparency procedures on procurement mechanisms package for the PPP. As well as while designing and drafting the SME law.
2. Design and drafting of transparency procedures in Procurement Mechanisms for PPP:
LFPCP developed a comprehensive Manual on transparency guidelines for future PPP procurements, taking into account high standards of governance and compliance.
3. Design and drafting of a new law on SMEs:
LFPCP drafted an SME law proposal taking into account policy recommendations and experts’ opinion. The new SME draft law will also contain special clauses and articles about governance and regulatory compliance obligations.
In addition to other related and complementary activities.
Project duration: One year Project (June 2018 - May 2019).
The project is within the framework of USAID-funded project Building Alliances for Local Advancement Development and Investment-Capacity Building (BALADI CAP).
