Workshop on “Enhancing Transparency of the Procurement Procedures in PPP’s and Relevant Challenges in Lebanon”

On Tuesday 12th of February 2019 a workshop took place at the conference room at the Grand Serail – Office of the Lebanese Prime Minister ministry under the title “Enhancing Transparency of the Procurement Procedures in PPP’s and Relevant Challenges in Lebanon”.

The general aim of the workshop was to discuss the guidelines to enhance the transparency of the procurement procedures in Public-Private Partnerships in Lebanon.

The workshop was organized by the Lebanese Foundation for Permanent Civil peace, and in partnership with the High Council of Privatization and Partnership. 

The workshop included four sessions; the first session was the opening session where a number of speakers had opening words who are: MP Georges Adwan - Chairman of the Parliamentary Committee on Justice and Public Administration, MP Yassin Jaber - Chair of the Parliamentary Committee on follow up of the implementation of Laws, Dr. Fares el Zein, Baladi CAP- Chief of Party, H.E Mr. Ziad Hayek, Secretary General of the High Council of Privatization and Partnership. This opening session was facilitated by Lawyer Rabih KAYS.

The second session was about: Transparency in PPP’s procurement procedures.  Where a number of speakers have contributed to this session who are: Mr. Olivier Ray, Regional Director of Agence Francaise de Developpement (AFD), Mr. Luis Prada, Lead Procurement Specialist at the World Bank – Lebanon, Mrs. Lamia Moubayed, Head of the Institut des Finances Basil Fuleihan - Ministry of Finance UN-CEPA Expert – Lebanon.

The third session was about: Best Practices to enhance Transparency in PPP’s procurement procedures, where a number of speakers have contributed to this session who are: Mr. Giorgio Pasqualucci – Head of Finances Contracts and Audit Section - EU delegation in Lebanon, Mr. Youssef Saad, Senior Procurement Officer - Team Leader OMSAR/UNDP.

The Fourth and last session was allocated for synthesis and recommendation where Mr. Rabih KAYS and Mr. Ziad HAYEK had concluded some guidelines as a synthesis to this last session.
